Hainan University Holds 2025 National Fund Application Summary and 2026 Application Kick-off Meeting

On the morning of September 28, Hainan University convened the 2025 National Fund Application Summary and 2026 Application Kick-off Meeting in the lecture hall of the Social Sciences Building. Li Hu, Chairman of the HNU Council, and Luo Qingming, President and academician of the Chinese Academy of Sciences, attended the meeting. Vice President Chen Jun presided over the conference.

In his speech, Luo Qingming stressed that robust research capabilities are fundamental to building a first-class university. He noted that national fund projects serve as a key metric for evaluating disciplinary strength and faculty quality, whose competitive nature provides an objective benchmark for institutional development. He urged the entire university to unite in purpose and focus on clear goals, consistently treating fund applications as a vital lever for disciplinary advancement and talent cultivation. He encouraged the university community to adopt a proactive and innovative mindset, overcoming the passivity of “wait-and-see” dependency. By leveraging their unique strengths and taking bold steps toward national needs, researchers can enhance the university’s scientific research capacity.

Luo further stressed that it is imperative to conduct comprehensive analysis and sound judgment. Researchers must, based on the university’s own strengths, identify their niche and focus on key research priorities derived from major scientific and engineering challenges. He also urged them to avoid both blind following and inward-looking isolation, and to develop distinctive advantages through sustained accumulation and dedicated effort. Furthermore, he called for significantly enhanced collaboration across all departments to enable precise policy implementation. This should be achieved by optimizing resource allocation and improving evaluation mechanisms, thereby providing targeted support for researchers. Such policy guidance is designed to motivate the faculty to proactively undertake major national tasks, fostering a university-wide synergy in governance to advance scientific innovation and ensure that “organized research” is deepened and substantiated.

The meeting heard reports from the Research Management Office and seven departments: the School of Pharmacy, the School of Information and Communication Engineering, Nanfan College (Sanya Nanfan Research Institute), the School of Civil Engineering and Architecture, the International Business School, the School of Marxism, and the Law School. Additionally, four successful applicants – Zhang Jiachao, Tan Ehuai, Cheng Zhimin, and Li Jihong – shared their experiences.

The HNU leadership, heads of relevant departments, and faculty planning to apply for the 2026 national fund projects, also attended the meeting.
