Depending on Hainan University Belt and Road Research Institute, prospective studies were carried out on the promotion of “Belt and Road” initiative, major national strategic service support area and maritime power, construction of Hainan Free Trade Port, etc. by hiring domestic and foreign renowned experts and scholars. The research institute had 12 papers approved by leaders above provincial and ministerial level and 6 papers approved by central leaders. The research institute won the 1st place nationwide regarding media influence and the 5th place nationwide regarding comprehensive strength in the latest national special ranking in the field of “Belt and Road” initiative. The research institute was selected among the “Top 100 Think Tanks of Colleges and Universities of Chinese Think Tank Index (CTTI)” and was appraised as grade-A think tank.

Thanks to the Public Governance Research Center of Hainan Province, Hainan University-UC Davis Energy and Transportation Development Joint Research Center and other platforms, it have carried out researches on topics of free trade port governance, marine cooperation and governance, and other major strategic issues, established academic brands including the free trade port public governance innovation platform and public governance scholar forum, etc., through taking full advantage of geographic advantages oriented by “focusing on major issues and serving national strategy; besides, it undertook over 20 research topics above provincial and ministerial level on national social sciences, etc., including 2 major projects of national social sciences funds, and won 1 first prize of the 8th excellent scientific research findings (humanities and social sciences) for colleges and universities held by the Ministry of Education.

With the help of Open Economy Research Institute of Hainan Province, China (Hainan) Competition Policy Research Center, Key Laboratory on Governance Innovation and Intelligent Monitoring of Free Trade Port and other platforms, studies were carried out on the liberalization, facilitation, financial opening and other issues; besides, it undertook the legislation and drafting of the Fair Competition Regulation on Hainan Free Trade Port, etc. and participated in the preparation of the Supplementary Directory of Encouraged Industries in Hainan Province, Directory of Encouraged Tourism, Modern Service and High-tech Industries in Hainan Free Trade Port, etc., with over 50 approvals from the principal leaders of Hainan Provincial Party Committee and Provincial Government as well as over 30 articles issued on People's Daily, Guangming Daily and other significant Party newspaper and publications, and 6 first prizes of provincial and ministerial level won.

Researches were carried out on the significant issues in the legal and regulatory system construction of Hainan Free Trade Port by relying on the Research Institute of Free Trade Port with Chinese Characteristics and other scientific research platforms. The Hainan Free Trade Port Law (Expert Proposal) was adopted by China Law Society, submitted to the National People's Congress and approved by vice chairman Wang Chen. Many articles were absorbed by the Hainan Free Trade Port Law of the People's Republic of China (Deliberated Draft) of the National People's Congress; the 60 Articles of the Overall Plan for Hainan Free Trade Port was approved by Han Zheng, member of the Standing Committee of the Political Bureau of the CPC Central Committee; the drafting of the Regulation on Optmization of Business Environment of Hainan Free Trade Port and other local legislations; the legal innovation team of Hainan Free Trade Port won the title of the 2022 excellent talent team of Hainan Province.

Depending on the Hainan University Base of the Theoretical System Research Center for Socialism with Chinese Characteristics of Hainan Province, the Research Center for Revolutionary Spirit and Cultural Resources of the Communist Party of China of Hainan Province and other platforms, researches were carried out on the Hainan Practice of Xi Jinping's socialist thoughts with Chinese characteristics in the new era, spirit of Qiongya Revolution, and ocean strategy of the Party, etc. There were 42 national projects, including 3 major projects and 4 key projects of national social sciences funds; 40 literatures were published, including the Spirit of Qiongya Revolution, Selected Works of Historical Materials on the Ideological Education of the Communist Party of China (Volumes I, II), etc.; over 70 significant theoretical papers were issued on People's Daily, Guangming Daily, Economic Daily, Hainan Daily and other Party media and journals; over 50 political reports were submitted to Party and government authorities, with nearly 30 reports affirmed by leaders of provincial and ministerial level and accepted by government authority; 22 achievement awards for provincial social sciences were received.
