On behalf of the panel, he presented the evaluation findings. While acknowledging the university’s remarkable progress in developing world-class disciplines—a mission entrusted by President Xi Jinping—and in improving undergraduate education ecosystem with significant outcomes, the expert panel also made targeted recommendations, with particular emphasis on implementing a collaborative university-school quality assurance system, strengthening disciplinary core competencies and accelerating digital transformation in education. All six panel members presented their assessment feedback during the session.
Li Yufeng, Chief Education Inspector of HPESC, said that this evaluation systematically reviewed how effectively the university fulfilled its fundamental mission of fostering virtue through education. She urged HNU to further advance the university’s three key reforms (a comprehensive credit system, the establishment of collaborative innovation centers, and a residential college system), strengthen industry-education integration, deepen science-education synergy and upgrade the talent cultivation ecosystem to support the Hainan Free Trade Port. The Department of Education of Hainan Province will maintain support for the university’s reform and development, contributing Hainan’s share to China’s educational powerhouse initiative.
HNU President Luo Qingming expressed gratitude to the MOE expert panel and vowed to address all recommendations. The university will take immediate corrective actions with defined timelines and clear accountability, align its governance with national strategic priorities, and upgrade systems for education innovation and sustained development.
Commissioned by the Higher Education Evaluation Center (HEEC) of MOE, this comprehensive evaluation consisted of two phases: a virtual evaluation conducted from May 12-25, followed by a site visit from June 9-11. During the campus visit, the 6-member expert panel examined key facilities, including collaborative innovation centers, Pico Electron Microscopy Center, and Basic Physics/Chemistry Experiment Teaching Centers, and visited academic schools, residential colleges and educational practice bases. Moreover, they met with top administrators and unit heads, and conducted classroom observations.
