Hainan University Launches Undergraduate School

Hainan University, September 15, 2025: The inauguration ceremony for the Undergraduate School of Hainan University was held in the lecture hall of the Social Sciences Building. Li Hu emphasized the need to follow General Secretary Xi Jinping’s guidance on Hainan’s development, promoting the university’s high-quality growth through reform and innovation and laying a solid foundation for its goal of becoming a world-class university. He noted that the establishment of the Undergraduate School represents the university’s active effort to carry out the strategic task of building China into an education powerhouse, and respond to develop professionals for the construction of Hainan Free Trade Port, deepen educational reform, and innovate training models. The goal is to build a systematic, well-regulated and efficient undergraduate education system to improve the quality of graduates.

Li Hu stressed that the entire university must build consensus and focus intently on delivering first-class undergraduate education. The Undergraduate School must fulfill its major responsibility with a strong sense of urgency. All administrative departments and faculties must effectively raise their awareness and work together to support it. Besides, the Undergraduate School should serve as a lever for bold reform, pursuit for excellence, and integrated reform in education, science and technology, and talent development. These efforts will contribute to training high-caliber, innovative and globally minded professionals and advancing toward world-class status by 2035.

Luo Qingming noted that the Undergraduate School is essential for fulfilling the fundamental mission of fostering virtue through education. It marks a milestone in the university’s development and represents a significant endeavor to comprehensively optimize the internal governance system and boost its efficiency. He stressed that the Undergraduate School must fully assume its major responsibilities by advancing first-class education, improving personalized training, and raising talent cultivation. He also called for active exploration of AI-empowered teaching models, establishing a showcase of digital transformation in education, and enhancing the digital literacy of both faculty and students. Furthermore, he urged stronger coordination among departments to remove institutional barriers to reform, to achieve synergistic collaboration, and thereby to propel the university toward high-quality development of professionals.

Luo Qingming stressed the importance of meeting the national and Hainan’s needs, urging everyone to take on responsibilities and act proactively. He called for the establishment of interconnected maps of problems, knowledge, skills, and qualities to shape a distinctive system for training professionals and to advance the development of a talent hub with unique characteristics. He also emphasized the need to systematically push forward the Three Major Reforms and the Seven Key Tasks, including “Four Initiatives” (First-Class Undergraduate Education Initiative, World-Class Discipline Initiative, Serve Hainan Initiative, and HNU Global Partnership Initiative) and “Three Major Projects” (Education Digitalization Project, Resource Management Project, and Safe & Beautiful Campus Project). Also, he stressed building an all-round, holistic, and continuous educational model that nurtures students’ moral, intellectual, physical, aesthetic, and practical development, to advance the university towards a comprehensive, research-oriented and global “Double First-Class” institution.

Zhang Jiyou, Vice Chair of the HNU Council, announced the Party Committee’s cadre appointment.

Vice President Liu Qian, concurrently Dean of the Undergraduate School and Zhang Lei, Vice Dean of the Undergraduate School in charge of daily operations, delivered statements of commitment.

All members of the CPC HNU Standing Committee and university leaders, together with heads of departments and units, undergraduate program professors, and all staff of the Undergraduate School, attended the meeting.
