On the morning of December 17th, 2023, the 31st Hainan Free Trade Port Lecture on Finance was held at Hainan University. Huang Qifan, Executive Vice Chairman of the Academic Committee of the China Institute of Innovation and Development Strategy and former Mayor of Chongqing, gave a lecture titled “Tentative Ideas on FTP Construction and High-quality Financial Development Path”. Chen Huaiyu, Vice Governor of Hainan Province, attended the lecture. Guan Yi, member of the Leading Party Group and Deputy Director of Hainan Province Bureau of Local Financial Regulation and Supervision, presided over the lecture.

Huang started this lecture by clarifying the positioning of Hainan Free Trade Port, and then offered a detailed interpretation of the national strategies and opening-up measures in the new era. Based on the development features of Hong Kong as a free trade port, Huang elaborated on the future development of FTP in Hainan and made some proposals on the development of industrial system in Hainan. He said that for the high-quality development of Hainan FTP, we need to be informative about its history and keep environmental protection as the bottom-line. We need to develop an “industrial brain” integrating digital economy and real economy through the opening-up of services in manufacturing sector, trade in service and digital economy.

The lecture was organized by the Hainan Financial Development Promotion Association and co-organized by HNU’s School of Marxism. It is part of HNU’s efforts to develop its ideological and political education by inviting known experts to give lectures.

Attendees of the lecture included chief of provincial departments, financial regulatory departments, enterprises and public institutions, financial institutions, local financial organizations, and departments of HNU as well as the representatives of teachers and students.
